Sheriff's Department Selects COPLINK(R) Analytical Crime
Solving Intelligence Solution

TUCSON, Ariz. and LOS ANGELES, April 28 /PRNewswire/ -- Knowledge
Computing Corporation announced today that the Los Angeles County
Sheriff's Department (LASD) -- the world's largest -- will deploy
its internationally acclaimed crime-fighting and tactical
intelligence solution COPLINK®. LASD is the third major COPLINK
deployment in California, following successful deployments across
Orange County and in San Diego for the Automated Regional Justice
Information System (ARJIS) consortium of 50 local, state and federal
agencies.

With over 14,000 employees, including 8,100 sworn officers, the Los
Angeles County Sheriff's Department is the largest in the world,
providing public safety, crime prevention and municipal police
services to almost half of the 88 cities comprising the most
populous county in the nation. In addition, the department is
responsible for leading antiterrorism initiatives throughout a
county that is larger than the combined area of the states of
Delaware and Rhode Island. LASD is also responsible for managing the
largest county jail system in the nation, the second largest transit
police system in the nation, and oversees court security services
for the largest system in California, also one of the largest in the
nation.
The first phase of the LASD deployment will integrate over 50
million records from four legacy systems using COPLINK off-the-shelf
integration tools. These systems include:
* The Los Angeles Regional Crime Information System (LARCIS), which
houses crime reports and arrest records for nearly half the cities
in
the county, including those from the Los Angeles Police Department;
* The Regional Allocation of Police Services (RAPS), which houses
computer-aided dispatch information for all contract cities and the
unincorporated areas of the county;
* The Historical Automated Justice Information and Jail Booking
Systems,
a database containing old and new jail information records; and
* The Crossroads Traffic System, which includes all county citations
and traffic accidents from both contract cities and the
unincorporated
territory.
LASD envisions future phases that would link to Orange County and
San Diego County COPLINK deployments, creating a law enforcement
information sharing and collaboration initiative that would protect
one of the largest and most populous regions in the nation. Violent
and repeat criminals frequently operate across multiple
jurisdictions. Collaboration with Orange County and San Diego County
will make it far more difficult for criminals to stay under law
enforcement's radar, further reducing the time between offences and
the apprehension of criminals who operate across the state.
COPLINK provides unparalleled analysis and decision support for
rapidly identifying criminal suspects, relationships and patterns
that help solve crime and thwart terrorism. Using a GJXDM compliant
interface, it works by allowing vast quantities of structured and
seemingly unrelated data, currently housed in various incompatible
databases and records management systems, to be securely organized,
consolidated and rapidly analyzed over a highly secure
intranet-based platform.
One search using known or partial facts from an ongoing
investigation can produce qualified leads in seconds that would
otherwise be unapparent, a process that prior to COPLINK was not
possible at all or often took days or weeks to accomplish. Through
sophisticated analytics, including powerful visualization tools,
COPLINK builds "institutional memory," reduces knowledge gaps and
prevents criminals from falling through the cracks.
COPLINK first catapulted into the national spotlight for its proof
of concept role following the Montgomery County, Maryland sniper
investigation. Today, the solution is in use in over 150
jurisdictions nationwide from Boston, Massachusetts to Anaheim,
California, helping police officers fight crime, thwart terrorism
and improve community safety.
